PURDUE UNIVERSITY - SUPPLEMENTAL INFORMATION NEEDED FOR ACCEPTANCE OF REQUESTED LICENSING ACTION RE: AMENDMENT REQUEST FOR DIGITAL CONTROL AND INSTRUMENTATION UPGRADE (CAC NO. MF9347)

Dear Mr. Townsend:

By letter dated February 27, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17061A262) Purdue University submitted a license amendment request (LAR) for the Purdue University Research Reactor. The proposed amendment request would allow for a digital instrumentation and control system upgrade and make changes in the relevant technical specifications. The purpose of this letter is to provide the results of the U.S.

Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the facility.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR),

whenever a holder of a license, desires to amend the license, an application for an amendment must be filed with the Commission, as specified in 10 CFR 50.4, fully describing the changes desired, and following as far as applicable, the form prescribed for original applications.

Section 50.34, addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations. The NRC staff has reviewed your submittal and has concluded that to find your LAR acceptable, the following supplemental information is needed:

1. A full description of the digital instrumentation and control system to be installed as discussed in the March 16, 2017, public meeting (meeting summary available ADAMS Accession No. ML17080A449)
2. Functional requirements specifications for the safety system proposed, as discussed in the March 16, 2017, public meeting
3. Cyber Security Plan and Cyber Security Procedures as discussed in the April 24, 2017, public meeting (meeting notice available ADAMS Accession No. ML17103A488)

C. Townsend The NRC staff requests that Purdue University supplement the application to address the information requested identified above by May 24, 2017. This will enable the NRC staff to complete its acceptance review and begin its detailed technical review. If the information responsive to the NRC staffs request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence. The information requested and associated time frame in this letter were discussed with you on March 17, 2017, April 6, and April 24, 2017.
