TRS 3.7.3.1.1 TRS 3.7.3.1.2 TRS 3.7.3.1.3 TRS 3.7.3.1.4 TRS 3.7.3.1.5 SURVEILLANCE FREQUENCY Verify the minimum contained fire 7 days suppression water supply volume.

Verify that the overall diesel driven (OP511) 31 days and/or backup diesel driven (OP592) fire pump diesel engine starting battery bank and charger battery voltage is greater than or equal to 12 volts.

Verify that the diesel driven fire pump (OP511) 31 days and/or backup diesel driven (OP592) diesel engine starting battery bank pilot cell specific gravity, corrected to 77°F, is greater than or equal to 1.200.

Verify that the diesel driven (OP511) and/or 31 days backup diesel driven (OP592) fire pump diesel engine starting battery bank electrolyte level of each pilot cell is above the plates.

Start the electric motor driven fire pump 31 days (OP512) and operate it for at least 15 minutes on recirculation flow.

SURVEILLANCE FREQUENCY TRS 3.7.3.1.6 Verify that each manual, power operated or 92 days automatic valve, in the fire suppression water supply system flow path is in its correct position. For those valves required for alignment of an alternate fire water supply source to support this TRO, this TRS need only be performed when those valves are aligned for fire water supply.

TRS 3.7.3.1.7 Verify the diesel driven (OP511) and/or 31 days backup diesel driven (OP592) fire pump fuel storage tank contains at least 250 gallons of fuel.

TRS 3.7.3.1.8 Start the diesel driven (OP511) and/or backup 31 days diesel driven (OP592) fire pump from ambient conditions and operate for greater than or equal to 30 minutes on recirculation flow.

TRS 3.7.3.1.9 Verify that a sample of the diesel driven 92 days (OP511) and/or backup diesel driven (OP592) fire pump diesel fuel from the fuel storage tank is within the acceptable limits when checked for viscosity, water and sediment.

TRS 3.7.3.1.10 This TRS is not used TRS 3.7.3.1.11 Cycle each fire suppression water supply 12 months system testable valve in the flow path through at least one complete cycle of full travel.

TRS 3.7.3.1.15 Verify that each fire pump (OP511 and OP512) 18 months develops at least 2500 gpm at a system head of 140 psig. Verify that the backup diesel driven fire pump (OP592) develops at least 2500 gpm at a system head of 140 psig.

TRS 3.7.3.1.16 Verify that the diesel driven (OP511) and/or 18 months backup diesel driven (OP592) fire pump diesel engine battery bank cells and battery racks show no visual indication of physical damage or abnormal deterioration.

TRS 3.7.3.1.17 Verify that each fire pump starts sequentially 18 months to maintain the fire suppression water supply system pressure greater than or equal to:

Rev. 4 Fire Suppression Water Supply System B 3.7.3.1 B 3.7.3.1 Fire Suppression Water Supply System BASES TRO The OPERABILITY of the fire suppression water supply systems ensures that adequate fire suppression capability is available to confine and extinguish fires occurring on any portion of the facility where safety related equipment is located. The fire suppression system consists of the water supply system, spray and/or sprinklers, C02 systems, Halon systems, fire hose stations, and fire hydrants. The collective capability of the fire suppression systems is adequate to minimize potential damage to safety related equipment and is a major element in the facility fire protection program. Two (2) fire suppression water supply subsystems shall be OPERABLE. Each fire suppression subsystem shall consist of the following:

1. One OPERABLE fire suppression pump (either electric motor driven (OP512), diesel engine driven (OP511), or backup diesel engine driven (OP592)) having a capacity of 2500 gpm with the discharge aligned to the fire suppression header, and
2. At least one independent water supply (either Unit 1 or Unit 2 cooling tower basin, or the clarified water storage tank (OT523) having a minimum volume of 300,000 gallons for fire pumps OP511 or OP512 or well water storage tank (OT594) for fire pump OP592), and
3. An OPERABLE flow path capable of taking a suction from at least one designated water supply, and transferring the water through distribution piping with OPERABLE sectionalizing control or isolation valves to the yard hydrant curb valves, hose stations, or the last valve ahead of the water flow alarm device on each deluge or spray system required to be OPERABLE per TROs 3.7.3.2, 3.7.3.5, and 3.7.3.6.

(Note: A single water supply is not sufficient for two fire suppression

  • water supply subsystems to be OPERABLE. Portions of the flow path are common to each of the two OPERALE fire suppression subsystems.)

Sectionalizing control or isolation valves allow portions of the underground fire main to be isolated for maintenance while still maintaining the remainder of the yard loop operable. Closure of a single sectionalizing valve has no impact on the operability of the fire water system. If the individual valve isolates a hydrant, hose station or suppression system, compensatory actions will be taken in accordance with the applicable TRO for the SSC's impaired as listed in TRO 3.7.3.2, 3.7.3.5, and 3.7.3.6.* (continued) SUSQUEHANNA - UNIT 1 TRM I B 3.7-3 EFFECTIVE DATE 11/22/2016

Rev. 4 B 3.7.3.1 BASES TRO (continued) ACTIONS Fire Suppression Water Supply System Fire Suppression Water Supply System 8 3.7.3.1 Closure of multiple sectionalizing valves does not render the fire suppression water system inoperable, provided that water is still supplied to both sides of the isolated section. When multiple sectionalizing valves are closed the suppression systems and components supplied by the isolated section of the underground fire main will have compensatory actions taken in accordance with the Required Actions for any TRO required SSC's impaired as listed in TRO 3.7.3.2, 3.7.3.5, and 3.7.3.6. The Motor Driven Fuel Pump, OP512, is installed with a Variable Speed Drive to control system pressurization and to allow for alignment with all fire water sources. The Variable Speed Drive has three (3) operating modes:

1. VARIABLE Speed
2. PRESET Speed
3. BYPASS Speed The Variable Speed Drive is not required to maintain operability of the Motor Driven Fire Pump (OP512), however, when set in either VARIABLE or PRESET modes, the automatic switch to BYPASS mode is required for operability.

The backup fire protection system (defined in the Fire Protection Review Report as consisting of a 2500 gpm diesel engine driven fire pump, a jockey pump, and a dedicated water supply) satisfies the requirements of the Required Actions when cross-tied to the main plant fire protection system loop, with the backup system OPERABLE (i.e. - backup diesel driven fire pump OP592 is OPERABLE and well water tank OT594 contains greater than 300,000 gallons of water). (Reference 1) The Actions are defined to ensure proper corrective measures are taken in response to the inoperable components. In the event that portions of the fire suppression water supply systems are inoperable, an alternate fire suppression water supply system is required to be made available until the inoperable equipment is restored to service. Rev. 4 B 3.7.3.1 Fire Suppression Water Supply System 8 3.7.3.1 Fire Suppression Water Supply System BASES (continued) TRS REFERENCES The TRSs provide assurances that the minimum OPERABILITY requirements of the fire suppression water supply systems are met. The Surveillances are modified by a Note to indicate that when a system is placed in an inoperable status solely for performances of required Surveillances, entry into associated Conditions and Required Actions may be delayed for up to 1 hour. Upon completion of the test, or expiration of the 1 hour allowance, the system must be restored to ari operable condition, or the applicable Condition entered, based on the original out of service time. The 1 hour allowance is a reasonable out of service time based on prior plant test performance. This allowance also does not result in an increased risk of a fire. Required Surveillances include those surveillances under other subsections of TRM 3. 7.3. TRS 3.7.3.1.9 Diesel fuel oil sample is to be obtained in accordance with ASTM-0270-75. The sample is to be within the acceptable limits specified in Table 1 of ASTM-0975-77. TRS 3.7.3.1.13 System functional test is to include simulated automatic actuation of the system throughout its operating sequence. TRS 3.7.3.1.17 Minimum system start pressure is established to limit the maximum system pressure transient to prevent water hammer. TRS 3.7.3.1.19 Pump diesel engine inspection is to be done in accordance with procedures prepared in conjunction with its manufacturer's recommendations for the class of service. TRS 3.7.3.1.20 Flow test is to be performed in accordance with Chapter 5, Section 11 of the Fire Protection Handbook, 14th Edition, published by the National Fire Protection Association

Rev. 4 B 3.7.3.1 BASES TRO Fire Suppression Water Supply System Fire Suppression Water Supply System B 3.7.3.1 The OPERABILITY of the fire suppression water supply systems ensures that adequate fire suppression capability is available to confine and extinguish fires occurring on any portion of the facility where safety related equipment is located. The fire suppression system consists of the water supply system, spray and/or sprinklers, C02 systems, Halon systems, fire hose stations, and fire hydrants. The collective capability of the fire suppression systems is adequate to minimize potential damage to safety related equipment and is a major element in the facility fire protection program. Two (2) fire suppression water supply subsystems shall be OPERABLE.

  • Each fire suppression subsystem shall consist of the following:
1.

One OPERABLE fire suppression pump (either electric motor driven (OP512), diesel engine driven (OP511), or backup diesel driven fire pump (OP592)) having a capacity of 2500 gpm with the discharge aligned to the fire suppression header, and

2.

At least one independent water supply (either Unit 1 or Unit 2 cooling tower basin, or the clarified water storage tank (OT523) having a minimum volume of 300,000 gallons for fire pumps OP511 or OP512 or well water storage tank (OT594) for fire pump OP592), and

3.

An OPERABLE flow path capable of taking a suction from at least one designated water supply, and transferring the water through distribution piping with OPERABLE sectionalizing control or isolation valves to the yard hydrant curb valves, hose stations, or the last valve ahead of the water flow alarm device on each deluge or spray system required to be OPERABLE per TROs 3.7.3.2, 3.7.3.5, and 3.7.3.6. (Note: A single water supply is not sufficient for two fire suppression water supply subsystems to be OPERABLE. Portions of the flow path are common to each of the two OPERABLE fire suppression subsystems.) Sectionalizing control or isolation valves allow portions of the underground fire main to be isolated for maintenance while still maintaining the remainder of the yard loop operable. Closure of a single sectionalizing valve has no impact on the operability of the fire water system. If the individual valve isolates a hydrant, hose station or suppression system, compensatory actions will be taken in accordance with the applicable TRO for the SSC's impaired as listed in TRO 3.7.3.2, 3.7.3.5, and 3.7.3.6. Rev. 4 B 3.7.3.1 BASES TRO (continued) ACTIONS Fire Suppression Water Supply System Fire Suppression Water Supply System B 3.7.3.1 Closure of multiple* sectionalizing valves does not render the fire suppression water system inoperable, provided that water is still su'pplied to both sides of the isolated section. When multiple sectionalizing valves are closed the suppression systems and components supplied by the isolated section of the underground fire main will have compensatory actions taken in accordance with the Required Actions for any TRO required SSC's impaired as listed in TRO 3.7.3.2, 3.7.3.5, and 3.7.3.6~ The Motor Driven Fuel Pump, OP512, is installed with a Variable Frequency Drive to control system pressurization and to allow for alignment with all fire water sources. The Variable Speed Drive has three (3) operating modes:

1. VARIABLE Speed
2. PRESET Speed
3. BYPASS The Variable Frequency Drive is not required to maintain operability of the Motor Driven Fire Pump (OP512), however, when set in either VARIABLE or PRESET modes, the automatic switch to BYPASS mode is required for operability.

The backup fire protection system (defined in the Fire Protection Review Report as consisting of a 2500 gpm diesel engine driven fire pump, a jockey pump, and a dedicated water supply) satisfies the requirements of the Required Actions when cross-tied to the main plant fire protection system loop, with the backup system OPERABLE (i.e. - backup diesel driven fire pump OP592 is OPERABLE and well water tank OT594 contains greater than 300,000 gallons of water).* (Reference 1) The Actions are defined to ensure proper corrective measures are taken in response to the inoperable components. In the event that portions of the fire suppression water supply systems are inoperable, an alternate fire suppression water supply system is required to be made available until the inoperable equipment is restored to service. The Surveillances are modified by a Note to indicate that when a system is placed in an inoperable status solely for performance of required Surveillances, entry into associated Conditions and Required Actions may be delayed for up to 1 hour. Upon completion of the test, or expiration of the 1 hour allowance, the system must be restored to an operable condition, or the applicable Condition entered, based on the original out of service time. The 1 hour allowance is a reasonable out of service time based on prior plant test performance. This allowance also does not result in an increased risk of a fire. Required Surveillances include those surveillances under other subsections of TRM 3.7.3. TRS 3.7.3.1.9 Diesel fuel oil sample is to be obtained in accordance with ASTM-0270-75. The sample is to be within the acceptable limits specified in Table 1 of ASTM-0975-77. TRS 3.7.3.1.13 System functional test is to include simulated automatic actuation of the system throughout its operating sequence. TRS 3.7.3.1.17 Minimum system start pressure is established to limit the maximum system pressure transient to prevent water hammer. TRS 3.7.3.1.19 Pump diesel engine inspection is to be done in accordance with procedures prepared in conjunction with its manufacturer's recommendations for the class of service. TRS 3.7.3.1.20 Flow test is to be performed in accordance with Chapter 5, Section 11 of the Fire Protection Handbook, 14th Edition, published by the National Fire Protection Association
