1 (NMPl), DENIAL OF AMENDMENT REQUEST FOR CHANGE TO PLANT TECHNICAL SPECIFICATIONS REGARDING PRESSURE/TEMPERATURE LIMITS (TAC NO. M90288)
Dear Mr. Sylvia:
The purpose of this letter is to transmit. our safety evaluation (SE) of the subject matter.
We have concluded that the technical basis provided in your submittal does not support the proposed changes.. Accordingly, your amendment-request cannot be approved.
In a letter dated September 1,
- 1994, as supplemented December 5 and 20,
- 1994, you requested approval to revise the pressure/temperature (P/T) limits in the Technical Specifications, Section 3.2.2.
The figures.and tables in this section define the limits for minimum reactor vessel temperature for pressurization, and account for neutron damage at exposures up to 18 effective full power years of operation.
The proposed new P/T limits were determined using a proposed Charpy shift (embrittlement) model that has no reactor vessel material chemistry dependence.
The NRC staff has completed its review of the license amendment proposed in your letter of December 5,
1994.
For the reasons given below, the amendment request is denied.
The proposed standard deviation in the data is nonconservative and not derived from an analysis of the data.

The data used in the analysis do not support the proposed conclusions.
The contention that copper plays a minor role in neutron embrittlement conflicts with other data and studies, including NUREG/CR-6231 and NUREG/CR-2948.
The proposed model does not bound the copper content of the limiting vessel beltline material.
The proposed model is based on a relatively small number of data points.
