REVIEW OF NIAGARA MOHAWK POWER CORPORATION'S RESPONSES TO GENERIC LETTER 88-01 SAFETY EVALUATIONS FOR NINE t~iILE POINT NUCLEAR STATION UNIT NOS.

1 AND 2 (TAC NOS.

69147 AND 69148)

By letters dated September 4, 1990, November 2, 1990, March 7, 1991 (for Nine Yiile Point 1) and November 20, 1990 (for Nine tiIile Point 2), IIiagara Mohawk Power Corporation (NMPC) responded to the items found unacceptable in the NRC staff Safety Evaluations dated May 15, 1990, for Nine Mile Point 1

and August 17, 1990, for Nine Yiile Point 2, regarding NMPC's program for Generic Letter (GL) 88-01, "NRC Position on IGSCC in BWR Austenitic Stainless Steel Piping."

The NRC staff has reviewed NMPC's responses to the items previously found unacceptable and has determined that the responses are acceptable with the exception of NYiPC's position concerning sensitization testing in accordance with ASTM A262-A or -EI or equivalent standard as required by GL 88-01.

NMPC is requested to commit to either performing an in-situ metallography on the subject welds to demonstrate their resistance to sensitization or to reclassify the subject welds so that they will be inspected more frequently.

This commitment should be provided to the NRC in writing within 30 days of receipt of this letter.

Furthermore, if the in-situ metallography option is selected, it should be performed during the 1992 refueling outage.

The NRC staff's evaluations and conclusions are contained in the attached Safety Evaluation.
