The consequences

of this event were minimal because the reactor core and the reactor

coolant were unaffected by this event, no equipment was damaged,

and no radioactivity was

released.

The operator resp'onse to the decrease

in the intake bay level was good.

However,

the work control breakdown that led to this event is significant because it caused the unit to

isolate from its ultimate heat sink.

Consequently,

the screen house bay level dropped below

that required for the safe operation of safety-related pumps and resulted in the unit being in

an unanalyzed condition.

Potential enforcement actions are under active consideration by the NRC.. We willinform

you in future correspondence

the results of.our deliberations.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and

the enclosure willbe placed in the NRC Public Document Room.
