inspection

conducted

Nine Mile Point Units

1

and

2,

Scriba,

New York.

A summary of the findings was presented

to Mr. J. Willis and

other members of your staff at the conclusion of the inspection.

Inspector

walkdown of the Unit

1

Emergency Ventilation

System identified that

the calibration of heating

element

thermostats

and the installation of a char-

coal filter deluge

system

appear

to have

been

inadequately controlled.

Accord-

ingly,

we believe

an enforcement

conference

is appropriate

to further discuss

these

findings

and

assess

their

safety

significance,

and will schedule

an

enforcement

conference.

At the

enforcement

conference,

you should

be prepared

to discuss

the

cause

and safety

significance of the potential violations,

the

corrective

actions

taken,

and

any aggravating

or mitigating factors

regarding

these

items.

The

inspectors

concluded

that

Unit

2

personnel

had violated post-maintenance

testing

requirements

regarding

the inoperability of the unit cooler for the

High Pressure

Core Spray

emergency

diesel

generator

control

room.

A Notice of

Violation is attached

and

has

been

categorized

as Severity

Level

IV according

to

10 CFR Part 2, Appendix

C (Enforcement Policy).

We are

concerned

with the higher

incidence of personnel

errors at Unit 2.

The

post-maintenance

testing

violation

resulted

from

personnel

errors.

Unit

2

experienced

three

scrams

during this

inspection

report

period,

two of which

were the result of personnel

errors.

Several

other recent

personnel

errors at

Unit

2

have

resulted

in

Technical

Specification

violations,

including

LERs

89%5

and

89-27.

In your

response

to the violation,

please

address

whether

these

incidents

show your

previous

corrective

actions

to

reduce

personnel

errors to have

been ineffective.
