result of the inspection conducte'd on September 7,
1989 through October 18,
- 1989, and in accordance with NRC Enforcement Policy (10 CFR Part 2,
Appendix C) the following violation was identified:
10 CFR 50, Appendix B, Criterion XI requires, in part, that operational proof tests be'performed on nuclear power plant systems and components to ensure they perform satisfactorily in service.
NMPC Quality Assurance Topical Report, Section 11, Test Control, requires post-maintenance test-ing be performed to demonstrate that components will perform satisfac-torilyy in service.
Contrary to the
- above, on September 8,
- 1989, the Division III Emergency Diesel Generator control room unit cooler (2HVC*U2C) was declared operable following electrical preventive maintenance, and no post-maintenance test was performed.
Twelve hours later, on September 9,
- 1989, the unit cooler was found to be inoperable.
This is a Severity Level IV Violation.

Pursuant to the provisions of 10 CFR 2.201, Niagara Mohawk Power Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this
- Notice, a written statement or explanation in
- reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown,'onsideration will be given to extending this response time.
