This refers to the routine inspection
conducted
by Messrs.
W. Cook,
C. Marschall
and
W. Schmidt of this office on July 20,
1987 to August 30,
1987
at Nine Mile Point Units
1 and 2, Scriba,
A summary of the findings
was presented
to Mr. T.
Roman
and Mr.
R. Abbott and other members of your staff
at the conclusion of the inspection.
Based
on our review,
two violations were identified at Unit 2.. The violation
of your Fire Protection
Program,
concerning oily rags in the emergency
diesel
generator
rooms, is indicative of generally
poor housekeeping
practices
at
both units and warrants
management
attention.
Although
a violo'ation of the
Technical Specification Limiting Condition for Operation
(LCO) for reactor
coolant system circulation and
shutdown cooling was licensee identified and,
in part,
due to
a component failure, this event indicates that operators
did
not take prompt action to comply with the
LCO in parallel with their
troubleshooting efforts.
These violations have
been categorized
by severity level according to
10 CFR Part 2, Appendix
C (Enforcement Policy).
You are required to respond to this
violation and in preparing your response
you should follow the instructions in
Appendix A.
In addition, the enclosed
report (Section 9.0) describes
Unit 1 followup actions
in response
to
NRC IE Bulletins (No. 79-27,
Loss of Non-Class
IE Power;
and 80-25,
Problems with Safety Relief Valves) for which either your evaluation is incomplete
or your response
is inadequate.
In your response
to this letter please
include
your planned actions to complete
these
items.
The response
required
by this letter is not subject to the clearance
procedures .of the Office of Management
and Budget as required
by the Paperwork
Reduction Act of 1980,
PL96-511.
