NMPC needed to clarify which regulations the exemption request was for 3)
NMPC need to define the period for which the exemption was beinq requested 4)
NMPC needed to clarify that during the period of the exemption at least one valve would be closed and deactivated at all times 5)
Any technical specifications for which an exemption was required while the MSIVs were inoperable needed to be identified 6)
NMPC needed to clarify the effect of this exemption request on the exemption requests for other deferred systems 7)
NMPC needed to confirm that the main steam line would be sub-cooled whenever work was being performed on the MSIV.
A revised exemption request was provided to the staff on August 28, 1986.
In addition to the discussion on the MSIV exemption request, the leak testing of the MSIVs was discussed.
The staff expressed concerns about the method NMPC planned to use to test the MSIVs.
The leak test method to be used on these valves was to pressurize the valve between the seats rather than up-stream of the valve.
The staff noted that based on experience with valves at other plants the asymmetric loading of the valve by pressurizing upstream of the valve might identify problems with seating the valve that would not be identified by between the seat testing.
Pressurizing the valves on the upstream side would more closely model in plant conditions.

- 1986, MEETING WITH NIAGARA MOHAWK POWER CORPORATION ON MAIN STEAM ISOLATION VALVES FOR NINE MILE POINT, UNIT 2 On August-30; 1986, the staff met with representatives of Niagara Mohawk Power Corporation (NMPC) and their-consultants from Stone and Webster Engineering Corporation (SWEC) to discuss the main steam isolation valves (MSIVs) for Nine Mile Point, Unit 2 (NMP-2).
NMPC had submitted an exemption request for the MSIVs on August 22, 1986, which the staff stated did not include sufficient information for the staff to complete its review of the exemption request.
The staff requested clarification and/or additional information be provided con-cerning the following:

NMPC stated that based on the fact that the NRC had not expressed these con-cerns earlier in 'the review process (specifically noted was the review of the MSIV topical report),
NMPC considered this a backfit.
