NRC Region I SALP Board conducted

a review on March 17,

1986 and evaluated

the performance

of activities associated

with Nine Mile Point Unit 2 for the

period February

1,

1985,

through January

31,

1986 'he results of this assess-

ment are documented

in the enclosed

SALP Board Report.

A meeting to discuss this assessment

will be scheduled

in the near future.

Such

a meeting would be intended, as

a forum in which you should

be prepared

to

discuss

your plans to improve performance

where weakness

is noted in the

SALP

Board Report.

In particular,

performance

in the surveillance

area

was marginal

as

a result of weak oversight of the contractor development of the Preservice

Inspection

Program.

Poor oversight of contractors

has

been

a recurring issue

in the history of the project.

Please

be prepared

to address

how yoIj plan to

prevent similar problems in the development

of your surveillance test procedures.

In light of several

comments

regarding

marginal or poor performance

noted in

this assessment,

I request that you provide the results of your review within

30 days following the meeting.
