1985 at Nine Mile Point, Unit 2,

New York of activities authorized

by

NRC License

and to

the discussions

of our findings held by Mr. Gramm with Mr. C.

Beckham

and other

members of your staff at the conclusion of the inspection.

Areas

examined during this examination

are described

in the

NRC Region I

Inspection

Report which is enclosed with this letter. Within these

areas,

the

inspection consisted

of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observations

by the inspectors.

Additional inspection

was performed to ascertain

the adequacy of the Spent

Fuel

Pool gates.

It was found that sufficient actions

have

been initiated at

the site to ensure

the final quality of the gate weldments.

However, the

onsite corrective actions

were initiated after an allegation identified

potential

problems

regarding

the gate weldments.

The allegation therefore

was

valid as the vendor Quality Control

and Procurement Quality Assurance

functions did not identify the deficiencies prior to shipment to the site.

Based

on the results of this inspection, it appears

that one of your activities

was not conducted

in full compliance with NRC requirements,

as set forth in the

Notice of Violation, enclosed

herewith

as Appendix A.

This violation has

been

categorized

by severity level in accordance

with the

NRC Enforcement Policy (10 CFR 2, Appendix C), published in the Federal

Register

Notice (49 FR 8583) dated

March 8,

1984.

You are required to respond to this letter and in preparing

your response,

you should follow the instructions

in Appendix A.

During the cour se of this inspection,

the conduct of the Reactor Coolant System

hydrostatic test

was closely monitored.

Our pre-test

review of the test pro-

cedure identified several

inaccuracies

that were not found during your

technical

review of that procedure.

We expect that'future pre-operationa'l

test

procedures s(ill be subject to enhanced

technical

reviews prior to their

approval.

We intend to closely monitor the effectiveness

of your actions in

this regard.
