NOTICE OF VIOLATION

Nine Mile Point Unit 2

As

a result of the inspection

conducted

on March 19,

1985 - April 26,

1985

and in accordance

with the

NRC Enforcement

Policy ( 10 CFR 2, Appendix

C)

published in the Federal

Register

on March 8,

1984 (49 FR 8583),

the following

violation was identified.

10 CFR 50, Appendix B, Criterion

X and the Nine Mile Point, Unit 2 PSAR,

Appendix D, require that Quality Control Inspections

be performed to verify

installation conformance

to the appropriate

design criteria.

Stone

and Webster

Engineering Corporation Specification

S203G requires that beveled washers

be

provided for concrete

expansion

anchor bolts exceeding

a three degree vertical

offset and that the anchor bolt nuts

do not bottom out without achieving

contact with the washer material.

Contrary to the above,

on April 19,

1985, it was determined that the concrete

expansion

anchor bolts installed in the baseplate

of structural

column

B3470

had been Quality Control accepted

when

no beveled

washers

were provided for

bolts exceeding

the three

degree vertical offset and the bolts bottomed out

without achieving contact with the washer material.

This is a Severity Level

V Violation (Supplement II).

Pursuant

to the provisions of 10 CFR 2.201,

Niagara

Mohawk Power

Corporation is

hereby required to submit to this office within 30 days of the date of the

letter transmitting this Notice,

a written statement

of explanation

in reply to

include:

( 1) the corrective

steps

which have

been

taken

and the results

achieved;

(2) the corrective

steps

which will be taken to avoid further viola-

tions;

and (3) the date

when full compliance will be achieved.

Where

good

cause is shown, consideration will be given to extending this response

time.
