The

NRC Systematic

Assessment

of Licensee

Performance

(SALP) Board has

completed the periodic evaluation of Pacific Gas

and Electric Company's

(PG8E's) performance at the Diablo Canyon Nuclear Power Plant for the period

August 1, 1988 through December

31, 1989.

The performance of Diablo Canyon was evaluated in the functional areas of

plant operations,

radiological controls, maintenance/surveillance,

emergency

preparedness,

security, engineering/technical

support,

and safety assessment/

quality verification.

The criteria used in conducting this assessment

and the

SALP Board's evaluation of PGEEIs performance in these functional areas

are

contained in the enclosed

SALP report.

Overall the

SALP Board found the performance'of

licensed activities at Diablo

Canyon to be generally

good and directed toward safe facility operation.

The

SALP ratings assigned

to the assessed

functional areas,

taken

as

a whole,

indicate that overall performance at Diablo Canyon has

improved from that of

the plevious

SALP period.

In performing this .assessment,

the

SALP Board

identified several

PRE initiatives that the Board considered to be indicative

of a good operating facility.

These initiatives included:

Actions taken to strengthen overall performance in the engineering

area.

Actions taken to maintain personnel

radiation exposures

as low as

reasonable

achievable.

Continuing efforts by PGKE to maintain

a strong training program in all

areas.

The implementation of an aggressive

equality Assurance audit program in

the areas of plant design

and engineering activities.

The Board also'oted

the generally event free operation of the facility during

the

SALP period.

The major concern of the

SALP Board was that .in several

instances,

PG8E was

slow to fully recognize

problem areas,

and, corrective actions were slow to be

fully implemented.

Concern with timely identification and resolution of plant

problems

was also the major observation of the previous

SALP assessment.

Examples of occurrences

which are illustrative of this concern include:

Persistent

valve alignment problems.

Significant weaknesses

in PG&E's auditing of materials

vendors.

Uncontrolled usage of outage work overtime in violation of Technical

Specification requirements.

The slow correction of long term deficiencies in the physical security

area.

A management

meeting to discuss

the results of the

SALP Board's

assessment

has

been scheduled for March 22, 1990, at Diablo Canyon.

Arrangements for the

management

meeting will be discussed

further with your staff in the near

future.

A summary of the

SALP Board's

assessment

is provided in Section II of the

enclosed report.

Perceived

strengths

and weaknesses

and Board recommendations

are discussed

in Section IV, Performance

Analysis.

In that no functional area

was assessed

as Category 3,

a written response

to

the enclosed initial SALP report is not required.

However, you may submit

comments

on the enclosed report, if desired, within 30 days after the March 22

meeting.

In accordance

with Section 2.790 of the NRC's "Rules of Practice,"

Part 2,

Title 10,

Code of Federal

Regulations

a copy of this letter and the enclosed

SALP report will be placed in the

NRC s Public Document

Room,

as well as

any

comments you may wish to submit to the

NRC regarding the content of the

SALP

report.

The NRC's Office of Analysis and Evaluation of Operational

Data performed

an

assessment

of licensee

event reports.

This assessment

was provided

as input

to the

SALP process;

a copy is, therefore,

provided as Attachment

1 to the

enclosed report.
