Meeting

This refers to the management

meeting held with Mr. Maneatis, yourself and

members of your staff at the Diablo Canyon Site on April 26,

1988.

A number of

topics were discussed

in the meeting

and are

summarized

the enclosed report.

In sumary,

performance

in a number of problem areas

identified last year has

improved.

However, recent events

and inspector findings at Diablo Canyon

indicate additional attention is needed

to provide additional

assurance

that

your expectations

for performance

are understood

and implemented

by all plant

personnel.

Specific problem areas

include individuals proceeding with work in

the face of uncertainty;

performing work not specified by, or without,

a

procedure;

and foreign material exclusion practices.

In addition, discussion

focused

on two concerns

areas

which have

been

problems

at other Region

U facilities:

maintenance

backlog

and configuration

management.

As our discussion

indicated,

the maintenance

backlog does not

appear

to be well understood

by plant management.

Although improvements

have

been

made in tracking backlog, the scope of the backlog

and length of time

required to complete

a task did not appear to be well understood.

With regard

to configuration management,

pending

a more detailed

assessment, it appears

that you have initiated such

a program.

We are interested

in your assessment

and progress

in these

areas

and look forward to future discussions.

In accordance

with 10 CFR 2.790 (a),

will be placed in the

NRC Public'Document

Room.
