Affidavit of Richard L. Minor I, Richard L. Minor, being duly sworn, states under oath the following:

(1) I am the Area Coordinator for the Office of Emergency Services, Fire and Rescue Division. This is a position designated to coordinate fire and rescue resources in the County of San Luis Obispo. I reside at 1474 Prefumo Canyon Road, San Luis Obispo, California.

(2) The San Luis Obispo County fire resources consist primarily of small volunteer fire departments operating with limited fiscal 'resources and limited apparatus and equipment. The City of San Luis Obispo Fire Department is the only fully-paid pro-fessional Fire Department in the County.

(3) All Fire Departments in the County participate t'oin the San Luis Obispo County Mutual Aid Agreement pertaining pooling of fire-fighting equipment and resources to fight major fires and other public calamities in the County.

(4) There has not been any collective and coordinated planning as to how mutual aid fire and rescue resources would be used at a fire or other emergency involving structures at Diablo Canyon Power Plant.

(5) In the absence of any coordinated effort to pre-plan and train for emergency at Diablo Canyon, operating capability of of fire companies would be significantly hampered.

(6) Proper advanced planning and training would enable a higher level of efficiency to exist in handling an incident involving Fire Departments at Diablo Canyon. Until such planning and training occurs, I seriously question their'perating e'fficiency under. safe and efficient conditions. The training and planning which must occur includes the following:

(a) Establishing effective communications systems between fire departments and between fire departments and all County agencies with emergency response responsibility.

(b) Assessment of training needs and then actually carrying out the training. This must include actual hot-fire training. The training must be carried out regularly, such as on *a monthly basis.

(c) Assessment of unique equipment needs, especially items such as special monitoring equipment,'personnel pro-tection suits, and long-term breathing apparatus'. This equipment must then be purchased and fire-fighters given training in its use.

(d) Assessment of how and where to carry out de-contamination of exposed victims.
