10 AFFIDAVIT OF PETE DANGERMOND JR.

I, Pete Dangermond, Jr., being duly sworn, state under oath the 12 following:

I hold the appointed position of Director of Parks and Recreation 14 for the State of California.

In that capacity, I am the Chief Executive 15 Officer of the California Department of Parks and Recreation.

I am re-16 sponsible for the administration, protection and development of the California 17 State Park System.

As a part of my duties, I have the general direction and 18 control of the Department's emergency response in the event of an emergency 19 involving potential radiological contamination of state parks from a nuclear 20 power plant.

Within the basic emergency planning zone for the Diablo Canyon 22 Nuclear Power Plant ("Diablo Canyon",), this Department operates the following 23 units of the State Park System:

Of the foregoing State Park units, the closest to Diablo Canyon is the Montana de Oro State Park, located approximately 2 mlles northeast of the plant.

This park may accommodate as many as 1,500 visitors on a 4

summer weekend, although the average summer weekend population is approxi-mately 400.

The State, Park units at Pismo State Beach and Pismo State Vehicular Recreation Area, located approximately 15 miles southeast of Diablo Canyon, may accommodate as many as 20,000 visitors on a major holiday weekend.

The administration of all of these units of the Park System is under an Area Manager for the San Luis Obispo Coast Area, located at 20-A Higuera Street, San Luis Obispo, California.

The staff for that Area includes approximately 20 State Park Rangers, who are appointed peace officers and would carry out the major portion of the Department's emergency response i4 activities.

Since administration of these park units is on an area basis and not an individual unit basis, personnel are assigned to individual units as visitor attendance and conditions require, instead of being permanently assigned to any one unit.

Unless conditions otherwise require, there normally would be one or two Rangers on duty at Montana de Oro State Park.

This Park is about 20 minutes drive from area headquarters on Higuera Street.

We understand that Pacific Gas and Electric Company

("PGGE") intends to install alert sirens in the Hazard Canyon and Islay Creek areas of Montana de Oro State Park.

We cannot determine at this time whether such sirens will be sufficient to alert all Park visitors of an emergency situation.

~4 In the event they are not sufficient, additional measures should be taken.

I note, however, that warning and evacuation from remote regions of this Park will be difficult because the hiking trails are remote from park roads.

duties will focus on evacuation of visitors and employees from State Park units, particularly from the'ontana de Oro State Park which is located so close to Diablo Canyon.

In connection with such emergency

response, the Department has planning experience with the San Onofre Nuclear Power Plant in Southern California.
However, we have only general emergency plans of staff responsibility procedures for tidal waves, earth. quakes and rail-way accidents for parks in San Luis Obispo County.

The existing evacuation procedures for Montana de Oro State Park as described in the 1976 San Luis 10 Obispo County Nuclear Power Plant Emergency Evacuation Plan are inadequate and would not provide an acceptable margin of safety for park visitors.

In 13 14 15 17 18 19 regard to developing an adequate plan for the park, we have not been invited 1

by local authorities, or the licensee, to participate in nuclear emergency training exercises, drills, or official discussions to help develop emergency preparedness procedures.

However, the State Office of Emergency Services and the Department of Parks'nd Recreation have initiated discussions to develop adequate evacuation procedures.

The Department's staff who might be involved'n Park evacuation activities have limited communication capabilities.

We do not have 24-hour per day dispatch capabilities nor an emergency telephone system.'n this 21 regard, I note that at San Onofre, the plant operator has provided electronic paging units to all Department staff.

PG6E has not offered to provide such 23 24 25 26 27 equipment.

Such equipment would be extremely useful in alerting our staff and in assisting them to attempt an orderly evacuation of Park units.

Further, we have no special equipment such as protective clothing or dosimeters for use by park employees called upon to carry out evacuation duties nor have we been offered any.

This situation needs to be rectified also.

compatible with the systems of other emergency response organizations in San Luis Obispo County.

Purther, we have had no meetings with County officials regarding proper coordination of communications during a radiologica emergency.
Indeed, when the County has held limited emergency response drills in the past, the Department was not invited to observe or participate.

Such coordinated planning, as well as provision for reliable communications cap-abilities during a crisis, are necessary prerequisites to a satisfactory state of emergency preparedness.
