NOTICE OF VIOLATION

(INSPECTION REPORT NOS. 50-269/87-49, 50-270/87-49 AND 50-287/87-49)

This refers to the NRC inspection conducted by the resident inspectors on

November 20 -

December 7, 1987. The inspection included a review of activities

authorized for your Oconee facility. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

.

enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records,

interviews with personnel,

and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violation, references to pertinent requirements,

and

elements to be included in your response are described in the enclosed Notice

of Violation. The violation is cited as a Severity Level IV rather than Level

III because,

included in the FSAR analysis of fuel handling accidents, it is

shown that had an accident occurred it

would be bounded by the analysis, and

doses at the site boundary would have remained below the limits of 10 CFR 100

even had there been no containment building.

Therefore, the

safety

significance that would have required escalated enforcement did not exist.

In the description of the event we note problems in management controls, which

should have prevented this occurrence. Therefore, your response to this notice

of violation should include your actions to correct the management control

deficiencies as well as the other elements listed in the violation.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
