OCONEE UNITS 1, 2 AND 3 - AUDIT FOR VERIFICATION OF RESOLUTION OF IE BULLETIN 79-27 CONCERNS (TACS 68202/68203/68204)
During the week of May 8, 1989, the NRC conducted an audit to verify that concerns raised in IE Bulletin 79-27 had been adequately resolved for the Oconee Nuclear Station. This audit was conducted as part of the staff audit of the B&W "Safety and Performance Improvement Program (SPIP)."
The concerns in IE Bulletin 79-27 were associated with the capability of operaters to achieve a cold shutdown condition following a loss of power to buses supplying power to plant instrumentation and controls.
The audit consisted of scenarios in which three sample plant distribution system buses are failed, one at a time, and evaluating the consequence with regard to the operator's capability to achieve cold shutdown of the plant using the approved procedures. For each of the sample cases, there remained sufficient operable instruments and indications in the control room in con junction with adequate operator training and procedures to allow the operator to achieve cold shutdown. Therefore, the NRC staff finds the IE Bulletin 79-27 concerns to be adequately resolved for the Oconee Nuclear Station design and procedures. Enclosed is our Safety Evaluation for this issue.
This completes our action on this issue under TACs 68202/68203/68204.
