SUBJECT:

SAFETY EVALUATION FOR FINAL DESIGN OF OCONEE ATWS MODIFICATION (TACS 59119/59120/59121)

Your letter dated August 30, 1989, forwarded the final design description of the proposed Anticipated Transients Without Scram (ATWS) modification for the Oconee Nuclear Station. The NRC staff has completed review of this design.

Enclosed is the related Safety Evaluation.

The staff has concluded that the plant-specific design proposed for the Oconee Nuclear Station is in compliance with the rule requirements of 10 CFR 50.62, paragraphs (c)1 and (c)2. Paragraph (c)1 defines the requirements for the ATWS Mitigation System Actuation Circuitry (AMSAC) and paragraph (c)2 defines the requirements for the Diverse Scram System (DSS).

The staff is presently evaluating the need for Technical Specification (TS) operability and surveillance requirements for these systems. Guidance regarding TS requirements will be promulgated at a later date.

However, installation of the ATWS modification should not be delayed pending the receipt of this guidance.
