SUBJECT:

ATWS (10 CFR 50.62) IMPLEMENTATION SCHEDULE FOR OCONEE NUCLEAR STATION (TAC NOS. 59119/59120/59121)

We have reviewed your letter dated August 4, 1989, in which you documented your proposed schedule to install the ATWS Mitigating System Actuation Circuitry (AMSAC). This hardware implementation is required in compliance with the Anticipated Transient Without Scram (ATWS) rule contained in 10 CFR 50.62.

Based on our review of the justification you provided for your proposed schedule, we find your schedule for Oconee Units 2 and 3 acceptable. However, w&cannot agree with your proposed implenentation schedule for Unit 1.until you commit to installing the ATWS modification in Oconee Unit 1 during an outage of L

sufficient length which may occur prior to the scheduled August, 1991 refueling outage but after.completion of the ATWS implementation in Oconee Unit 2.

Included in your commitment should be the acceleration of the schedule for installation of those parts of the ATWS modification which can be done on-line for Oconee Unit 1. Please provide your written commitment to us within 60 days of the date of this letter.
