SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 - REVIEW OF CHANGES TO THE PHYSICAL SECURITY PLAN AND THE SAFEGUARDS CONTINGENCY PLAN (TAC NOS. MF5407 AND MF5408)

By letter dated November 20, 2014, as supplemented by letters dated April 30, 2015, and August 17, 2015 (Agencywide Documents Access and Management System (ADAMS)
Accession Nos. ML14329A059, ML15125A010, and ML15232A518, respectively) Southern California Edison (SCE, the licensee) submitted the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3, Physical Security Plan, Revision 13, and the Safeguards Contingency Plan, Revision 7, in accordance with Title 10 of the Code of Federal Regulations (10 CFR)
Section 50.54(p). The regulations in 1 O CFR 50.54(p)(2) state, in part, that licensees may make changes to these plans without prior U.S. Nuclear Regulatory Commission (NRC) approval if the changes do not decrease the effectiveness of a physical security plan, security guard training and qualification plan, or safeguards contingency plan. The licensee stated in their submittals that the revisions do not reduce the effectiveness of the plans.
The NRC staff reviewed the description of changes in the SONGS Physical Security Plan and the Safeguards Contingency Plan against the regulations in 10 CFR Part 73, "Physical Protection of Plants and Materials." During the review, the NRC staff found that the initial submittal provided insufficient information and that a Request for Additional Information {RAI) was necessary to complete the staff's review. In addition, the staff determined that conducting a site visit at SONGS would be beneficial in resolving the RAls and reaching a common understanding of the changes being made to the Physical Security Plan.
A site visit was performed at SONGS on February 24-25, 2015. As a result of this visit and discussion of the associated RAls, the licensee submitted the supplements dated April 30, 2015, and August 17, 2015. Upon completing the review of the submittal, supplements, and information gained during the site visit, the NRC staff has concluded that the changes to the SONGS Physical Security Plan, Revision 13, and the Safeguards Contingency Plan, Revision 7, do not decrease the effectiveness of the plans and, therefore, no further regulatory actions are necessary.
