SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SHIFT TECHNICAL ADVISORS OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 DOCKET NOS. 50-269, 50-270, AND 50-287 The requirement for a Shift Technical Advisor (STA) was established by NUREG-0578 (Reference 1) and clarified by two letters to all operating nuclear power plants (References. 2 and 3), by NUREG-0660 (Reference 4), and by NUREG-0737 (Reference 5).
Using References 1 through 5 as a basis, the staff gave interim acceptance to the Oconee STA program in July 1982 (Reference 6).
Final' acceptance was withheld because, although the STA training program was acceptable, some of the STA candidates did not have a Bachelor's Degree or equivalent in a scientific or engineering discipline. Reference 6 stated the staff's expectation that new hires into the Oconee.STA program would meet the dearee requirement.
By letter dated January 20, 1984 (Reference 7), the licensee (Duke Power Company) agreed to incorporate the degree requirement into the Oconee STA program and committed to revise their STA program document by June 1, 1984.
The revised document was submitted on May 21, 1984 (Reference'8), and additional information was submitted on January 18, 1985 (Reference 9):
The staff has evaluated the upgraded STA program (References 8.and 9) and determined the followina:
.The Oconee STA function will be carried out within the framework of a Shift Engineer position. A duty Shift Engineer will be assigned to each shift.
Each Shift-Engineer will have a minimum of a Bachelor's Degree or equivalent in a science or engineering discipline. AProfessional Engineer's license will be considered equivalent to a Bachelor's Degree.

-2 Each Shift Engineer wil hold a Senior Reactor Operator's license.
o Each Shift Engineer will participate in the licensed operator training
-programs,,including simulator training.
o Each Shift Engineer will stay current With specific areas of knowledge (i.e., thermodynamics, reactor operations and control, safety limits, safety systems, procedures, control room familiarization, and station organizational functions) through an on-going STA training program.
o The Shift Engineers will report directly to the Integrated.Scheduling Superintendent, who reports to the Station Manager. Thus, the Shift Engineer will be in a position to make independent, objective evaluations of plant operations.
o The Shift:Engineer will provide an on-shift capability for evaluation and assessment of transients and abnormal. events, in addition to that provided by the Station Operations Group.
o During normal operations, the Shift Engineer will monitor the Oconee integrated work schedule and coordinate the different working, groups on shift (e.g., operations, maintenance, health physics, chemistry, etc.).
o If an abnormal event occurs, the Shift Engineer will stop performing routine activitiesand start giving direct-technical support to the Shift Supervisor.
0 The implementation date for the upgraded Oconee STA program is September 1, 1985.
The current program will remain in effect until then.
3 o The licensee plans to submit a proposed Technical Specification amendment by July 1, 1985 to reflect the upgraded STA program.
Based on the determinations listed above, we find the upgraded Oconee STA program acceptable.
