SUMMARY

OF AUGUST 20, 1999, MEETING WITH BGE AND DUKE REGARDING LICENSE RENEWAL ACTIVITIES FOR CCNPP AND ONS On August 20, 1999, the U. S. Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives of BGE and Duke at Rockville, Maryland, to discuss open item 3.0-1 in the BGE and Duke safety evaluation report (SER) written by the staff for their respective license renewal applications (LRA). Enclosure 1 to this meeting summary provides a list of the meeting attendees. Enclosure 2 provides a list of meeting objectives. Enclosure 3 contains the handouts provided by BGE during the meeting.

The NRC opened the meeting stating that the staff had invited both BGE and Duke to come in and share their perspectives regarding the process for updating the final safety analysis report (FSAR) supplements that were submitted with their LRAs to reflect the results of the staff's review and changes to the LRA so that there are appropriate controls over the pertinent information relied on by the staff to support their ability to make a 10 CFR 54.29 finding.

Mr. Matthews explained that the staff believes that, in providing a recommendation to the Commission regarding the issuance of a renewed license, the staff has an obligation to explain what information would ultimately be included as part of the updated FSAR that would be controlled by the processes established by 10 CFR 50.59.

BGE stated that their position regarding the need to update the FSAR supplement was the following:

.BGE felt that it met the requirements of Part 54 with respect to submittal of the FSAR supplement with its LRA That 54.29 conclusion did not require the FSAR supplement to be updated Finding for demonstration of aging management with respect to the integrated plant assessment was not predicated on updating the FSAR supplement Commitment processes provide configuration control on credited aging management programs BGE will update the FSAR in accordance with 50.71(e) to reflect changes due to 10 CFR Part 54 commitments.

Duke stated that it attended the meeting to gather information to resolve the open item in the SER for Oconee. Duke's FSAR supplement is different from that of BGE's. Therefore, Duke may not necessarily resolve the issue in accordance with BGE's position.

The NRC added that the results of these discussions would be shared with each applicant during the next monthly management meeting scheduled for August 27, 1999, and at that time the next step in reaching resolution of this open item would be discussed. Meeting Objective Statement Primary Objectives of this Meeting Are:

1.

To explore approaches with BGE & Duke to'most effectively address changes to the FSAR supplement, since the FSAR supplement was submitted to NRC, that have resulted from the staffs review of their LRAs, as well as, subsequent changes they have made to their current licensing basis so that there will be a clear understanding of the expectations between the NRC staff and the applicants that can be relied upon for the resolution of the open items and explanation to the Commission.

To discuss the timing for incorporating changes to the FSAR.

To discuss issues related to the content of FSAR supplement changes such as:
