SUMMARY
OF MEETING WITH DUKE ENERGY CORPORATION ON LICENSE RENEWAL ACTIVITIES FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 On August 20, 1998, the Nuclear Regulatory Commission (NRC) and Duke Energy Corporation (Duke) management met to discuss the status of Duke's license renewal activities for Oconee Nuclear Station, Units 1, 2, and 3 (Oconee). A list of meeting attendees is provided in Enclosure 1. Duke's presentation materials are contained in.
To date, Duke and the NRC staff have met all schedule milestones. Duke stated that the next major milestone is the staffs issuance of the safety evaluation report (SER) and draft environmental impact statement (DES) in June 1999. To aid planning, Duke requested that interim dates be established for activities leading up to the issuance of the SER and DES (e.g., by application section). Duke also requested advance notification of topics contained in requests for additional information (RAls) in order that resources will be available to respond and suggested that the NRC flag potentially controversial RAls to expedite Duke's response.
The Duke presentation emphasized a need to use nontraditional communication during the application review effort, such as using electronic mail to submit and answer RAls and holding meetings via video conferencing to speed the process. Duke also offered to provide presentations to the NRC staff to explain the format and content of the Oconee application and Duke's process for its preparation. A potential meeting in September was discussed.
Duke expressed a goal of eliminating or minimizing the number of open issues contained in the SER and DES, when they are issued, by prioritizing RAls essential to their preparation. The use of databases and creation of unique identifiers for tracking RAls was discussed. The NRC emphasized the importance of using a consistent tracking system and coordination between the two agencies to ensure agreement. The Duke and NRC staffs will coordinate to establish a single system.
Duke inquired about the NRC technical review plan and how the NRC plans to divide the application for the NRC staff. The NRC assured Duke that clear lines of responsibility for the staffs review are being established. In establishing the review plan, the staff is also assessing the schedule for completing the containment review, which has been ongoing based on an earlier submittal by Duke.

The NRC replied that it would be difficult to shorten the current schedule due to commitments on the Baltimore Gas and Electric/Calvert Cliffs work. Currently, a site visit and environmental scoping meeting are scheduled for the week of October 19, 1998.
Duke identified some minor editorial changes needed in the submitted Oconee application that will be corrected in a future revision. The changes are described in the errata sheets contained in Enclosure 3.
The next management meeting between the NRC and Duke was proposed for late October or early November. However, subsequent to the meeting, Duke requested a late September meeting, which is being scheduled.
