October 7, 1986 Dockets Nos. 50-269, 50-270 and 50-287 Mr. Hal B. Tucker Vice President - Nuclear Production Duke Power Company P. 0. Box 33189 422 South Church Street Charlotte, North Carolina 28242

Dear Mr. Tucker:

SUBJECT:

REVISIONS TO THE STARTUP PHYSICS TESTING PROGRAM

REFERENCE:

Oconee Nuclear Station, Units 1 2, and 3 We have completed our review of the revisions to the Oconee Nuclear Station Startup Physics Testing Program. These revisions were submitted by a letter dated September 2, 1986. The Startup Physics Testing Program describes the physics test program for the startup of reload cores at the Oconee Nuclear Units. The initial Program had been reviewed against the staff's endorsed policy for tests, two-level acceptance criteria and remedial actions and was initially approved by the NRC staff in a March 23, 1981 letter.

The proposed changes include several editorial changes and three minor revisions based on the American Nuclear Society (ANS) standard ANS-19.6.1, "Reload Startup Physics Tests for Pressurized Water Reactors". The NRC staff has previously endorsed ANS-19.6.1 and, therefore, we find the proposed changes acceptable. The remaining unmodified part of the Startup Physics Testing Program for Oconee 2 Cycle 9 will be carried out in accordance with the previously approved methods and procedures.

Sincerely, John F. Stolz, Director PWR Project Directorate #6 Division of PWR Licensing-B cc:
