50-269, 50-270 SEP 2 1986 and 50-287 MEMORANDUM FOR: Albert F. Gibson, Director Division of Reactor Safety, Region II FROM:

SUBJECT:
COMPATIBILITY OF DIFFERENT TYPES OF GREASE IN LIMITORQUE VALVE OPERATORS: TIA 86-26FM DATED JUNE 26, 1986
REFERENCE:
Oconee Nuclear Station, Units 1, 2 and 3 In aletter dated June 26, 1986, (TIA 86-26FM) you requested that we evaluate the compatibility of different types of grease used by Duke Power Company in the Limitorque valve operators at the Oconee Nuclear Station, Units 1, 2 and
- 3. Our evaluation is based on the information submitted to you by Duke Power Company in.response to concerns regarding operability of safety-related motor operated valves (MOVs) with unqualified lubrication. We conclude that the two types of grease used in Oconee's Limitorque valve operators are compatible and their mixture will withstand exposure to the post-accident environment, without rapid degradation.
Limitorque motor-operated valves are used at Oconee to isolate the containment building during an accident. To accomplish this function, the valves must remain operable in the high radiation environment which may exist in the containment after an accident. Originally, the gearing mechanisms in these valves were lubricated with Exxon Nebula EP grease which was recommended by the valve manufacturer as an environmentally qualified lubricant. However, during subsequent maintenance of.the valve operators, another type of grease was introduced and as a result, a mixture of two greases was formed. The other grease, Texaco Marfak 0, is not environmentally qualified for nuclear application. We address the two concerns which arise with regard to the Nebula/Marfak grease mixture, i.e. 1) Are the two greases compatible and
- 2) will the grease mixture survive a post-accident environment?
We concur with the valve manufacturer's recommendation that changing the grease in the MOV operators to the qualified type is required for final compliance with equipment qualification requirements. However, we believe that in the interim, plant safety has been demonstrated and the licensee may be allowed to replace the grease during each unit's scheduled refueling outages. Furthermore, we concur with the licensee's consultant, that in the 8609110336 860902 PDR ADOCK 05000269 P
meantime, periodic inspection of the lubricant in the valve operator gear cases should be performed to verify its adequacy.
With the enclosed safety evaluation, we have completed our efforts on TIA 86-26FM.
