January 12, 1999 Duke Energy Corporation ATTN:
Mr. W. R. McCollum Vice President Oconee Site P. 0. Box 1439 Seneca, SC 29679
SUBJECT:
MEETING
SUMMARY
- OCONEE NUCLEAR STATION (ONS)
Dear Mr. McCollum:
This refers to the meeting that was conducted by mutual request at the Region II Office on December 8, 1998, to discuss the activities of the NRC management oversight group (MOG).
Enclosed are a list of meeting attendees and presentation handouts.
It is our opinion that this meeting was beneficial in providing an understanding of activities performed and monitored by the MOG. Major topics of discussion included: (1) open items status and the results of recent inspections; (2) Duke's plans for an independent assessment of the Oconee Recovery Plan; (3) status of emergency feedwater issues; (4) Oconee's Updated Final Safety Analysis Report review project; (5) emergency drill, Keowee test, and penetration seal updates; (6) enhancement of historical safety-related, risk significant calculations; and (7) emergency operating procedures (EOPs). Regarding EOPs, you indicated that near term resource demands would make it difficult to support an EOP inspection by the NRC until the latter part of 1999. In the interim, you agreed to review EOPs for risk significant operator actions and ensure procedural adequacy. In light of this interim review, the NRC acknowledged that the requested delay in NRC's inspection of Oconee's EOPs was acceptable.
In accordance with Section 2.790(a) of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
Should you have any questions concerning this meeting, please contact us.
Sincerely, Original signed by:
