SUMMARY
OF APRIL 22, 2015, CLOSED MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING PLANNED REPLACEMENT STEAM DRYERS FOR THE UPCOMING EXTENDED POWER UPRATE LICENSE AMENDMENT REQUEST (TAC NOS. MF4851, MF4852, AND MF4853)
On April 22, 2015, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's planned replacement steam dryers for the TVA's upcoming extended power uprate (EPU) license amendment request (LAR) at the Browns Ferry Nuclear Plant (BFN). The meeting notice and agenda, dated April 8, 2015, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML15097A230. A list of attendees is enclosed.
The licensee presented information that was withheld from the public because it was proprietary in nature. A redacted version of the presentation is available under ADAMS Accession No. ML15099A279.
Representatives from TVA, supported by representatives from General Electric-Hitachi Nuclear Energy (GE-H), presented the NRC staff with a high-level overview of the design details of the steam dryers that will replace the current steam dryers installed at BFN as part of the application for an EPU. The steam dryer is a component of the reactor vessel that removes moisture from the steam in order to protect the turbine and increase the overall efficiency of the plant. TVA stated that the current plan is to replace the steam dryers at all three units during successive outages as follows:
(1) Replace the steam dryer at BFN Unit 3 in the spring of 2018.
(2) Replace the steam dryer at BFN Unit 1 in the fall of 2018.
(3) Replace the steam dryer at BFN Unit 2 in the spring of 2019.
TVA stated that it would perform increased examinations of the steam dryers during the first 2 outages similar to other plants that have replaced their steam dryers. The reason for this increased examination period is because any issues related to improper loading or flawed fabrication would be clear within the first 2 cycles. If there is no evidence of such a flaw within that timeframe, then it is extremely unlikely such a flaw will develop in a manner that basic examination of the steam dryer would not detect.
The NRC staff discussed the structural design details of the steam dryer with the licensee and representatives from GE-H. The majority of the staff's questions concerned particular details that are considered proprietary to GE-H, and therefore, withheld from public disclosure. The staff also asked the licensee whether it used past applications or design information from other plants. Representatives of TVA and GE-H stated that they did, but also that this particular change is very dependent on the plant-specific design, so the details are only comparable and not directly applicable.
Because this was a closed meeting, no members of the public were in attendance.
