Nuclear Regulatory Commission Attn: Document Control Desk Washington, D.C. 20555-0001 Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Updated Final Safety Analysis Report -Unit 4 Cycle 27 Update and License Renewal 10 CFR 54.37(b) Report Florida Power & Light Company (FPL) has completed the Unit 4 Cycle 27 (4C27) update of the Turkey Point Units 3 and 4 Updated Final Safety Analysis Report (UFSAR) and its review of design activities to identify any new systems, structures, and components for potential impact on its license renewal aging management programs.

This letter submits both the periodic update of the UFSAR and the results of the license renewal review in accordance with the requirements of 10 CFR 50.71(e) and 10 CFR 54.37(b), respectively.

The enclosed DVD accurately reflects plant changes made since the previous update (Unit 4 Cycle 26). This update incorporates changes for the period covering April 17, 2013 through October 22, 2014. Miscellaneous user comments obtained during this period have also been incorporated.

The Turkey Point UFSAR is maintained as an electronic "living" document.

Changes are made as they meet appropriate incorporation requirements enhancing our ability to maintain the Turkey Point licensing basis current. This UFSAR update is a snapshot of our continually revised UFSAR. Accordingly, Turkey Point identifies periodic UFSAR updates required by 10 CFR 50.71(e) as Unit 4 cycle-specific updates, consistent with our existing UFSAR update commitment linked to completion of each Unit 4 refueling outage (10 CFR 50.71(e)(4) exemption dated July 16, 1998). Revised pages are annotated in the lower right comer by dates ranging throughout the update period, based on the date the changes on each page were incorporated.

The cycle designator (C27) is provided with the revision bar to identify changed portions.A single DVD containing this document is submitted in lieu of hard copies, consistent with Florida Power & Light Company if 9760 SW 3 4 4 th St., Florida City, FL 33035 Florida Power & Light Company Turkey Point Nuclear Plant L-2015-138 UFSAR Update Unit 4 Cycle 27 Page 2 of 3 previous UFSAR updates (last submitted on October 16, 2013 and resubmitted on December 19, 2013). This UFSAR supersedes all previous copies of the document.

This DVD is submitted for information only and is not part of the update required by 10 CFR 50.71(e) and it is labeled "Turkey Point Drawings Referenced in UFSAR 4C27". The included drawings are a mixture of PDF Normal and Scanned Image PDF. There are eleven (11) drawing files plus an index.

Florida Power & Light Company L-2015-138 Turkey Point Nuclear Plant UFSAR Update Unit 4 Cycle 27 Page 3 of 3 License Renewal 10 CFR 54.37(b) Report The license renewal review addressed the requirements of 10 CFR 54.3 7(b) for the period current UFSAR Update period April 17, 2013 through October 22, 2014. The review effort included items noted in the NRC Regulatory Issue Summary (RIS) 2007-16, Revision 1,"Implementation of the Requirements of 10 CFR 54.37(b) for Holders of Renewed Licenses," as well as UFSAR revised text, plant changes/modifications installed, and item equivalency evaluations.
