OF NOVEMBER 10, 2014, MEETING WITH EXELON GENERATION COMPANY, LLC ON NETCO SNAP-IN RACK INSERT LICENSE AMENDMENT REQUEST (TAC NO. MF2489)

On November 10, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (ECG) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice and agenda, dated October 30, 2014, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14304A480. A list of attendees is provided as Enclosure 1. The purpose of the meeting was to discuss the license amendment request (ADAMS Acession No. ML13199A037) for NETCO Snap-in rack inserts.

The NRC staff and the licensee discussed the surveillance program for the NETCO Snap-in rack inserts. For this license amendment request, the licensee submitted a coupon surveillance program as a regulatory commitment. Because regulatory commitments are not legally binding, NRC staff expressed the concern that the current surveillance program could not be relied upon to provide reasonable assurance that the rack inserts will continue to meet the minimum areal density requirements in the criticality safety analysis. Therefore, the NRC and ECG staff discussed the appropriate means to integrate the surveillance program into the Quad Cities licensing basis documents, such as a license condition. Key features of the coupon surveillance program to be included in the proposed license condition were also discussed. Key features included frequency of surveillance, acceptance criteria for material properties such as Boron-10 areal density and indications of wear, and whether the coupons would be re-inserted into the spent fuel pool after each analysis. The NRC staff also discussed the mechanism for reporting abnormalities identified by the surveillance program and appropriate change mechanisms to modify the rack surveillance program to meet the performance-based objectives described in the license conditions.

At the conclusion of the meeting, ECG agreed to submit a letter to NRC proposing text for the license conditions as discussed and clarified during the meeting, and to document ECG's acceptance and understanding of the NRC's plan to issue a license condition.
