NRC INSPECTION REPORT 50-269/97-01, 50-270/97-01,

50-287/97-01 AND NOTICE OF VIOLATION

Dear Mr. Hampton:

On March 22, 1997, the NRC completed an inspection at your Oconee Nuclear

Station. The enclosed report presents the results of that inspection.

During the six-week period covered by this inspection period, your conduct of

activities at the Oconee facilities were characterized by safety.conscious

Operations, Maintenance, and Engineering Practices. However, a violation of

.NRC

requirements was identified. The violation is of concern because the

failure to comply with the requirements of a valve repair procedure resulted

in the unavailability of the low pressure injection system in Unit 2 and 3

decay heat removal during an Appendix R event. In addition to the above

violation, a third example of a configuration control violation, found during

the current period, will be dispositioned with a previously identified

Violation (50-270,287/96-17-06) since those corrective actions have not been

fully implemented by your staff. This issue is of concern because it

demonstrated a continuing problem in configuration management regarding plant

operation.

The violation is cited in the enclosed Notice of Violation, and the

circumstances surrounding the violation are described in detail in the

enclosed report.

Please note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice when

preparing your response. Should the third example to Violation 50-270,287/96

17-06 require additional corrective actions beyond those previously described,

provide a summary of the additional actions within the time limits for this

response. The NRC will use your response, in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory

requirements.
