LIMERICK GENERATING STATION, UNITS 1 AND 2 - NRC INSPECTION SUPPLEMENTAL INSPECTION REPORT NO. 05000352/2015405; 05000353/2015405 AND ASSESSMENT FOLLOW-UP LETTER
Dear Mr. Hanson:
On March 24, 2014, Limerick Generating Station failed to meet a security-related requirement.
On June 20, 2014, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection activity at Limerick Generating Station. Based on the results of that inspection, documented in NRC Inspection Report 05000352/2014403 and 05000353/2014403 on July 29, 2014, and the final significance determination documented in NRC Inspection Report 05000352/2014405 and 05000353/2014405 on October 23, 2014, the NRC identified a Greater-than-Green finding that resulted in an Action Matrix input to the security cornerstone beginning in the second quarter of 2014.
In response to this Action Matrix input, the NRC informed you that a supplemental inspection would be required. On January 27, 2015, you informed the NRC that the station was ready for the supplemental inspection (ML15028A450).
On March 20, 2015, the NRC completed the supplemental inspection and discussed the results of this inspection and the implementation of your corrective actions with Mr. Thomas Dougherty, Site Vice President, and other members of your staff. The inspector documented the results of this inspection in the enclosed inspection report.
The NRC performed this supplemental inspection to determine if (1) the root and contributing causes for the significant issues were understood, (2) the extent of condition and extent of cause for the identified issues were understood, and (3) your completed or planned corrective actions were sufficient to address and prevent repetition of the root and contributing causes.
The NRC has determined that completed corrective actions were sufficient to address the performance that led to the finding.
Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. Based on the results of this inspection, the NRC concluded that, overall, the supplemental inspection objectives were met and no significant weaknesses were identified. Additionally, no findings of significance were identified.
Based on the guidance in Inspection Manual Chapter 0305, Operating Reactor Assessment Program, and the results of this inspection, the Greater-than-Green Finding will be closed and Limerick Generating Station will transition from the Regulatory Response Column of the NRCs Action Matrix to the Licensee Response Column at the beginning of the second calendar quarter of 2015.
In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the Publically Available Records (PARS) component of the NRCs Agencywide Document Access Management System (ADAMS). ADAMs is accessible from the NRC Web site at httpp://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
However, the material enclosed herewith contains Security Related Information in accordance with 10 CFR 2.390 (d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the PARS component of the NRCs ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information-Withhold from Public Disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390 (d)(1) and follow the instructions for withholding in 10 CFR 2.390 (b)(1). In accordance with 10 CFR 2.390 (b)(1)(ii), the NRC is waiving the affidavit requirements for your response.
