SUMMARY

OF MARCH 18, 2015, CLOSED MEETING WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS DRAFT RADIATION PROTECTION AND CONSEQUENCE REQUEST FOR ADDITIONAL INFORMATION 5-1 (TAC NOS. MF3124, MF3125, AND MF3126)

On March 18, 2015, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Tennessee Valley Authority (TVA, the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD.

The purpose of the meeting was to discuss the draft request for additional information (RAI) 5-1 from the Radiation Protection and Consequences Branch (ARCS), Division of Risk Assessment, Office of Nuclear Reactor Regulation. The meeting notice and agenda, and the revised meeting notice and agenda, can be found at Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML15057A370 and ML15062A540, respectively. A list of attendees is enclosed.

The licensee provided the information relating to RAI 5-1 from the ARCS, to the NRC staff prior to the meeting. The TVA's presentation slides that are available to the public can be found in ADAMS at Accession No. ML15070A563. The licensee presented a timeline of the events that led to the licensee's submittal of a license amendment request to revise the main steam isolation valve (MSIV) leakage rate, as well as the methodology the licensee used to model deposition in the flow path to the MSIV and the reasons why the proposed methodology is appropriate for Browns Ferry Nuclear Plant (BFN). The licensee discussed reasons why the proposed methodology is more accurate for BFN than the methodology developed by Sandia National Laboratories. The licensee also discussed potential alternative approaches to revise its calculations with a new methodology. In addition, the licensee asked for the draft RAI to be revised to make the intent of the RAI clearer.

The NRC staff queried the licensee about the methodology the licensee used to model deposition and why it would be appropriate for BFN. The NRC staff discussed certain input parameters that need to be accounted for in deposition models and what their effects are in different deposition models. The staff also expressed the need that the licensee justify its input values for whatever model and calculations it uses. In addition, the staff queried the licensee about the methods that would give more margin in these calculations, which included reducing MSIV leakage and using previously approved methods and guidance when performing calculations.

Towards the end of the meeting, the licensee stated that it would consider an alternate approach. In addition, the NRC agreed to revise the wording of the draft ARCS RAI 5-1 in order to clarify the intent of the RAI. The revised RAI was issued to the licensee on April 9, 2015 (ADAMS Accession No. ML15091A684).
