Dear Sir or Madam:

Enclosed in Attachments 1 and 2 are copies of the Proprietary and Non-Proprietary versions of the NETCO document "Criticality Safety Analysis of the Indian Point Unit 2 Spent Fuel Pool with Credit for Inserted Neutron Absorber Panels". NET-300067-01 presents the NETCO developed methodology for analyzing spent fuel pool criticality considering the latest NRC and industry guidance and is being submitted for NRC review and approval prior to a future license amendment request (LAR). The LAR would credit NRC approval of NET-300067-01 and would request approval for proposed Technical Specification changes associated with the installation of new neutron absorber panels. Once the new panels are installed, and the LAR is approved, credit would no longer be taken for the existing neutron absorber (Boraflex). The referenced letter documents a meeting held between Entergy, NETCO and the NRC regarding Entergy's spent fuel pool management program of which the replacement of Boraflex with new inserts is an integral part.

NET-300067-01 contains information that Westinghouse and Holtec consider to be proprietary and, therefore, exempt from public disclosure pursuant to 10 CFR 2.390. In accordance with 10 CFR 2.390 and in support of this request for withholding, affidavits executed by the respective parties are provided in Attachment 3.
