REED COLLEGE - REQUEST FOR ADDITIONAL INFORMATION REGARDING THE ANNUAL FINANCIAL ASSURANCE REVIEW OF THE SELF-GUARANTEE TEST (TAC NO. M79578)

Dear Dr. Krahenbuhl:

As required by Title 10 of the Code of Federal Regulations (10 CFR) Part 50.75(e)(1)(iii)(C), and 10 CFR Part 30, Appendix E, Reed College submitted a self-guarantee test letter, dated September 17, 2014, (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML14279A025), to indicate how reasonable assurance will be provided to ensure the availability of funds for the decommissioning of the Reed College Research Reactor facility (Facility Operating License No. R-112). The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the self-guarantee test letter and has determined that the following additional information is needed:

1) a self-guarantee agreement (originally signed duplicate),

2) an auditors special report confirming CEO or CFO letter and reconciling amounts in the CEO or CFO letter with licensees financial statements, and

3) the licensees audited financial statements for the most recent fiscal year, including the auditors opinion on the financial statements Additional information related to these documents may be found in NUREG-1757, Consolidated Decommissioning Guidance: Financial Assurance, Recordkeeping, and Timeliness, Volume 3, Revision 1, and can be accessed on the NRC Website:

Please provide your responses to the requested information within 30 days of the date of this letter. Information included in your response that is considered sensitive or proprietary, or that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding. Information related to security should be submitted in accordance with 10 CFR 73.21, Protection of Safeguards Information:

Performance requirements. The NRC staff will continue its evaluation of Reed Colleges self-guarantee submittal when the additional information is provided.
