The U.S. Nuclear Regulatory Commission (NRC) reviewed the Reed College Reactor Requalification Plan revision provided to the NRC by letter dated December 15, 2009. During our review, questions have arisen for which we require additional information and clarification.

ENCLOSURE OFFICE OF NUCLEAR REACTOR REGULATION REQUEST FOR ADDITIONAL INFORMATION REED COLLEGE REED COLLEGE REACTOR REQUALIFICATION PLAN LICENSE NO. R-112 DOCKET NO. 50-288 The U.S. Nuclear Regulatory Commission (NRC) reviewed the Reed College Reactor Requalification Plan revision dated December 15, 2009, in accordance with the regulations contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 55 with modifications outlined in industry standard American National Standards Institute/American Nuclear Society (ANSI/ANS)-15.4, Selection and Training of Personnel for Research Reactors. During our review, two questions have arisen for which we require additional information and clarification.
Please provide responses to the following requests for additional information:

Regulation 10 CFR 55.59(a)(1)(i) states:
The written examination will sample the items specified in §§ 55.41 and 55.43 of this part, to the extent applicable to the facility, the licensee, and any limitation of the license under § 55.53(c) of this part.
The Requalification Plan, section 5.1 states:
Each operator shall pass a comprehensive written exam following the NRC format in alternate requalification years. Passing criteria shall be 70% in each section.
The written examination shall use an on-line random exam bank or be prepared by the Director or an SRO designated by the Director. The exam shall be proctored by an SRO.
How does the facility ensure that the examination includes, to the extent applicable, the items specified in 10 CFR 55.41 and 55.43?

Regulation 10 CFR 55.59(a)(1)(ii) states:
The operating test will require the operator or senior operator to demonstrate an understanding of and the ability to perform the actions necessary to accomplish a comprehensive sample of items specified in § 55.45(a) (2) through (13) inclusive to the extent applicable to the facility.
The Requalification Plan, section 5.2 states:
Each operator shall pass an operating test each academic year. Passing criteria shall be 70% overall. This is normally administered in two sections, one per semester.
The operating exam shall be administered by an SRO designated by the Director.
How does the facility ensure that the finished operating test includes, to the extent applicable, the items specified in 10 CFR 55.45(a)(2) through 55.45(a)(13)?
