REED COLLEGE - REQUEST FOR ADDITIONAL INFORMATION REGARDING THE REED COLLEGE TRIGA REACTOR EMERGENCY PLAN (TAC NO. M79578)

Dear Mr. Frantz:

The U.S. Nuclear Regulatory Commission (NRC) has reviewed the Reed Research Reactor (RRR) Emergency Plan revision dated September, 2009. During our review, questions have arisen for which we require additional information and clarification. Please provide responses to the enclosed request for additional information within 60 days after the date of this letter. In accordance with Title 10 of the Code of Federal Regulations Section 50.30(b), your response must be executed in a signed original under oath or affirmation.

ENCLOSURE OFFICE OF NUCLEAR REACTOR REGULATION REQUEST FOR ADDITIONAL INFORMATION REGARDING THE EMERGENCY PLAN FOR REED COLLEGE RESEARCH REACTOR LICENSE NO. R-112; DOCKET NO. 50-288 The U.S. Nuclear Regulatory Commission (NRC) has reviewed the Reed Research Reactor (RRR) Emergency Plan (EP) revision dated September, 2009, in accordance with the guidance from NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors, dated October 1983, and ANSI/ANS-15.16, Emergency Planning for Research Reactors, dated September 2008. During our review, questions have arisen for which we require additional information and clarification. Please provide responses to the following request for additional information:

1.

As provided in RRR EP, Figure 1, should Oregon Radiation Protective Services read Oregon Radiation Protection Services and Nuclear Insurers of America read American Nuclear Insurers? If so, please update Figure 1.

2.

As referenced in RRR, EP, Section 3.2, Coordination with and Notification of Government Agencies, should procedures require notification to the NRC in approximately one hour for emergency class declarations? If not, please review NRC Information Notice 92-79, Non-power Reactor Emergency Event Response, and consider incorporating a timely notification to the NRC.

As stated in RRR EP, Section 4, Emergency Classification System, implementing procedures for each class of emergency are provided in Appendix B. Appendix B could not be found in the RRR EP, Revision dated September, 2009. Please provide a listing by title of implementing procedures for each class of emergency.

RRR EP, Section 5, Emergency Action Levels, does not include security related action levels to Emergency Action Levels (i.e. credible security threat, security breach, armed attack) as described in ANSI/ANS-15.16-2008. Please update Section 5 to include the security related action levels found in ANSI/ANS-15.16-2008.

RRR EP, Section 3.1.2 Emergency Coordinator, provides direction for the emergency coordinator to notify offsite authorities. What method is established to ensure that offsite authorities have received the message and that it is authentic?

6.

RRR EP, Section 8.2, Assessment Facilities, provides information on radiation monitoring equipment but does not describe personnel monitoring equipment. What type of personnel monitoring equipment will be used for accident assessment?

7.

RRR EP, Section 8.3, First Aid and Medical Facilities, describes services available from, the Legacy Good Samaritan Hospital. Please provide any written agreements with the Good Samaritan Hospital and/or any other hospitals that will provide medical services.

8.

RRR EP, Section 10, Maintaining Emergency Prepardness, does not sufficiently describe the initial and periodic retraining for support personnel. What type of initial and periodic retraining are offered to support personnel, i.e., first aid responders, fire fighters and medical personnel? Please provide copies of any RRR procedures that govern this training.

9.

Please provide an updated copy of the RRR EP to the NRC following resolution of this request for additional information.
