Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Technical Specification (TS) Bases Revision 60 and Technical Requirements Manual (TRM) Revision 61 Pursuant to PVNGS TS 5.5.14, Technical Specifications Bases Control Program, and reporting requirement TS 5.6.9(c), Arizona Public Service Company (APS) is submitting TS Bases Revision 60 and TRM Revision 61. TS Bases Revision 60 was implemented on August 29, 2014 and TRM Revision 61 was implemented on August 20, 2014. Electronic files of the revised TS Bases and TRM are provided as. The summary of changes for each document is provided in Enclosure 2.

ENCLOSURE 2 PVNGS Technical Specification Bases Revision 60 and TRM Revision 61 Technical Specification Bases Revision 60 includes the following changes:
LDCRs 14-BOOl clarified the TS Bases description for Action C.1 and TS Bases 3.2.4 to make the description consistent with the implementing analysis and operating procedure. In addition, corrections of errors in the TS Bases are provided for Section 3.2.3 (Azimuthal Tilt) and various typographical corrections provided on pages 3.3.1-4, 3.4.14-3, 3.4.15-2 and 3.4.16-3.
LDCR 14-B004 added the word 'required' in two locations of TS Bases Section 3.7.8 (LCO and SR 3.7.8.1). The addition of the word 'required' clarifies that the diesel generator fuel oil cooler needed for operability of the diesel generator is the focus of the discussion in the TS Bases sections.
These LDCRs were implemented in TS Bases Revision 60, which was made effective August 29, 2014.
Technical Requirements Manual (TRM) includes the following changes, implemented in TRM Revisions 60 and 61:
LDCR 13-R004 modified the TRM to remove plant shutdown requirements for various TRM Limiting Conditions for Operation (TLCOs). Specifically, TLCOs T3.1.103, Charging Pumps - Operating, T3.4.101, RCS Chemistry, T3.4.102, Pressurizer Heatup and Cooldown Limits, T3.5.201, Shutdown Cooling System, T3.6.200, Pre-Stressed Concrete Containment Tendon Surveillance. Also, updated related TRM Bases. This LDCR was incorporated in TRM Revision 60 that was made effective April 23, 2014.
LDCR 12-R004 modified the TRM to reflect an update to the Reactor Coolant System Pressure and Temperature Limits Report (PTLR - TRM Appendix TA) to accommodate an additional 20 years of plant operation provided by NRC issuance of the renewed operating licenses. Specifically, each reference to 32 Effective Full Power Years (EFPY) were updated to 54 EFPY throughout TRM Appendix TA. In addition, Tables TA2-1, TA2-3 and TA2-4, and Figures TA2-1 and TA2-2 have been updated. This LDCR was incorporated in TRM Revision 61 that was made effective August 20, 2014. Technical Specification 5.6.9(c) requires revisions to the Reactor Coolant System Pressure and Temperature Limits Report be provided to the NRC staff.
