-SAFETY EVALUATION REPORT FOR FINAL RESOLUTION OF ENVIRONMENTAL QUALIFICATION OF ELECTRIC EQUIPMENT IMPORTANT TO SAFETY

.H. B. ROBINSON UNIT 2, TAC NO. 42466 We have completed our review of the environmental qualification of electric equipment important to safety for H. B. Robinson Unit 2. Our enclosed Safety Evaluation (SE) addresses environmental qualification of electric equipment important to safety to safety for H. B. Robinson 2 for:

1. Compliance with the requirements of 10 CFR 50.49;
2. Carolina Power & Light Company's proposed resolutions for the deficiencies identified in the SER dated January 5, 1983 and the July 8, 1982 Franklin Research Center (FRC) Technical Evaluation Report (TER) enclosed with the SER and;
3. Justification for continued operation.

On January 18, 1984, a meeting was held with Carolina Power and Light to discuss their proposed method of resolution for each of the environmental qualification deficiencies identified. Discussions also included the licensee's general methodology for compliance with 10 CFR 50.49, "Environmental Qualification of Electric Equipment Important to Safety for Nuclear Power Plants," which became effective February 22, 1983, and justification for continued operation (JCO) for those equipment items for which environmental qualification is not yet completed. The licensee provided a submittal, by letter dated March 2, 1984, addressing the above subjects and documenting the discussions held at the meeting.

It is the judgment of Carolina Power and Light that all electric equipment important to safety for Robinson 2 is environmentally qualified and justifications for continued operation (JCO's) are not necessary.

Based on discussions during the meeting and the results of our review of the licensee's March 2, April 16, May 31, September 19, 1984 and October 12, 1984 submittals, we have concluded that the Robinson 2 Equipment Qualification Program:

1. Is in compliance with the requirements of 10 CFR 50.49, 8504030486 850319 PDR ADOCK 05000261 P -PDR

2. That the proposed resolution for each of the environmental qualification deficiencies identified for Robinson 2 is acceptable.
3. That continued operation of Robinson 2 will not present undue risk to the public health and safety.

As a separate matter, please note that a recently published Information Notice 84-90 deals with the potential release of super heat steam during a main steam line break.

This concludes our review of environmental qualification of electrical equipment important to safety for H. B. Robinson, Unit 2.
