DRAFT DRAFT REQUEST FOR ADDITIONAL INFORMATION PROPOSED REVISION TO REACTOR VESSEL SURVEILLANCE CAPSULE WITHDRAWAL SCHEDULES FIRSTENERGY NUCLEAR OPERATING COMPANY BEAVER VALLEY POWER STATION, UNITS 1 AND 2 DOCKET NOS. 50-334 AND 50-412 By letter dated May 28, 2013,1 First Energy Nuclear Operating Company (FENOC, the licensee) submitted a request to revise the reactor vessel (RV) surveillance capsule withdrawal schedules for the Beaver Valley Power Station, Units 1 and 2 (BVPS-1 and BVPS-2). Included in this withdrawal schedule was a plan to withdraw BVPS-1 Capsule X, the fifth capsule required by ASTM E185-82. By letter dated December 13, 2013,2 the licensee clarified that BVPS-1 Capsule X was withdrawn on October 15, 2013. In order to complete its review, the staff requires additional information.
Appendix H to Title 10 of the Code of Federal Regulations, Part 50 (Appendix H) requires that the material surveillance program monitor changes in the fracture toughness properties of ferritic materials in the RV beltline. Under the Appendix H surveillance program, fracture toughness test data are obtained from material specimens exposed in surveillance capsules, which are withdrawn periodically from the reactor vessel. Appendix H also states, Each capsule withdrawal and the test results must be the subject of a summary technical report to be submitted, as specified in § 50.4, within one year of the date of capsule withdrawal, unless an extension is granted by the Director, Office of Nuclear Reactor Regulation.
