REFERENCE:

1. License Amendment Request for Implementing a 24-Month Fuel Cycle, dated October 2,2012 (ADAMS Accession No. ML122770130)

Dear Sir or Madam:

On December 3,2013, a teleconference was held between Entergy Operations, Inc. (Grand Gulf Nuclear Station) and staff members from the Office of Nuclear Reactor Regulation's Divisions of Operating Reactor Licensing and Engineering. During the teleconference, staff from the Electrical Engineering Branch stated that page 11 of Attachment 1 of Reference 1 does not clearly state that extending surveillances required under Technical Specifications 3.8.1, 3.8.2,3.8.4, and 3.8.5 (AC and DC Electrical Sources) satisfies the following Generic Letter 91-04 requirement:

"Licensees should confirm that the performance of surveillances at the bounding surveillance interval limit provided to accommodate a 24-month fuel cycle would not invalidate any assumption in the plant licensing basis. "

As stated on page 11 of Attachment 1 of Reference 1, implementation of a 24-month fuel cycle may require changes to licensing basis information, which would be performed in accordance with 10CFR50.59. To clarify, any such change would not invalidate, or otherwise alter, an assumption that is part of the existing plant licensing basis.

Grand Gulf Nuclear Station hereby affirms that no assumptions in the existing plant licensing basis would be invalidated by non-calibration changes as a result of implementing a 24-month fuel cycle.
