Letter, M. 0. Medford (SCE) to 3. A. Zwolinski (NRC), dated October 17, 1985, Technical Specification 3.1.2 Enclosed is Amendment Application No. 140 to Provisional Operating License No. DPR-13. Amendment Application No. 140 consists of Proposed Change No. 164 which is a request to revise Appendix A, Technical Specifications, of Provisional Operating License No. DPR-13.
Proposed Change No. 164 would upgrade the decay heat removal requirements for Mode 3 with reactor trip breakers closed to the same requirements that exist for Modes 1 and 2, thereby increasing the plant margin of safety. Proposed Change No. 164 satisfies our commitment in the referenced letter.
Pursuant to 10 CFR 170.12, the review of Proposed Change No. 164 contained in Amendment Application No. 140 has been determined to require a fee of $150.00. Accordingly, SCE's check in the amount of $150.00 is enclosed.
