No. 188 SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment Application No. 188.
This amendment application consists of Proposed Change No. 151 to Provisional Operating License No. DPR-13.
Proposed Change No. 151 modifies the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendix A.
The proposed change will entirely replace the existing Section 3.3, "Safety Injection and Containment Spray System," with a new Section 3.3, "Emergency Core Cooling Systems." This proposed change incorporates new specifications for the operation of the recirculation system and provides new specifications for the operation of Emergency Core Cooling System components to reduce the need to apply Technical Specification 3.0.3.
Section 3.5, "Containment Isolation," is being revised to remove a conflict in the operability requirements for the safety injection sequencer. Section 4.2, "Safety Injection and Containment Spray System," is being revised to incorporate the additional surveillance requirements for the ECCS and inspection of the containment.

Based on the significant hazards analysis provided in the Description of Proposed Change and Significant Hazards Consideration Analysis of Proposed Change No. 151, it is concluded that (1) the proposed change does not involve a significant hazards consideration as defined in 10 CFR 50.92, and (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed change.
