Ray, SCE, to NRC, dated January 25, 1990 Enclosed is our request to revise Section 3.3, "Safety Injection and Containment Spray Systems," Section 3.5.5, "Containment Isolation Instrumentation," and Section 4.2, "Safety Injection and Containment Spray System," of the Appendix A, Technical Specifications for San Onofre Nuclear Generating Station (SONGS), Unit 1. The proposed change will:
Revise sections of the Technical Specifications for the Emergency Core Cooling Systems (ECCS) to incorporate specific requirements for the operation of the recirculation system, as committed in our response to a Notice of Violation (see references A and B).
Incorporate commitments for the containment spray system and reduce the need to apply Technical Specification 3.0.3 by providing specific requirements for ECCS components.
Use the Westinghouse Standard Technical Specifications (STS) for the format and basis of the new specifications.
The proposed change conforms with the format of the Westinghouse Standard Technical Specifications (STS), to the degree practical, and generally incorporates the STS standard action statements and limiting conditions for operation. However, to accommodate plant specific requirements we have provided more detail in the proposed change than contained in the STS. The proposed change has an extensive basis section to provide details of train alignment and operation, and includes Technical Specifications at the component level to accommodate the common header arrangement of SONGS 1.

Document Control Desk August 31, 1990 We are also including in the proposed change revisions to reduce the number of entries into Technical Specification 3.0.3, and to change a non-conservative Action Statement which has affected operation of the containment spray system (refer to LERs 1-89-018, 1-89-024, and 1-89-025).
The proposed change will correct the inadequacies in the existing Technical Specifications which resulted in these events, and will greatly reduce the potential for misinterpretation of the requirements.
The proposed change will entirely replace the existing Section 3.3, "Safety Injection and Containment Spray System," with a new Section 3.3, "Emergency Core Cooling Systems."
Section 3.5, "Containment Isolation," is being revised to remove a conflict in the operability requirements for the safety injection sequencer. Section 4.2, "Safety Injection and Containment Spray System," is being revised to incorporate the additional STS-based surveillance requirements for the ECCS and inspection of the containment.
The proposed change includes a new provision which would permit one component cooling water heat exchanger to be removed from operation for a 31 day period.
We have based the action statement duration on the results of a preliminary Probabilistic Risk Assessment (PRA) which indicates the 31 day period has minimal risk significance. We are in the process of finalizing the PRA and will forward the results of the completed study by November 1, 1990 to support this portion of the proposed change.
