RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS (GL 89-01) - SAN ONFORE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 75527)
By letter dated December 12, 1989, you submitted Amendment Application No. 175.
Your amendment application requested a revision of the San Onofre Unit 1 Radio logical Technical Specifications in accordance with the guidance provided by Generic Letter 89-01, "Implementation of Programmatic Controls for Radiological Effluent Technical Specifications in the Administrative Controls Section of the Technical Specifications and the Relocation of Procedural Details of RETS to the Offsite Dose Calculation Manual or to the Process Control Program." In certain respects, your submittal did not satisfy the guidance provided by the generic letter and we requested additional information to address this matter by letter dated March 23, 1990.
We have received your letter dated July 27, 1990, which provides your response to our request for additional information. Based on our review of your response and your previous submittal, we have concluded that your proposed amendment to the Technical Specifications currently does not satisfy the intent of GL 89-01.
Specifically, your submittal is deficient in the following respects:
- a. Specification 6.5.2.9 allows the Station Manager to delegate approval authority. This is contrary to the generic letter guidance.
- b. The generic letter was fashioned after Standard Technical Specification (STS) requirements. The STS requires the Nuclear Safety Group (NSG) to conduct audits of the Radiological Environmental Monitoring Program (REMP), the Offsite Dose Calculation Manual (ODCM) and the Process Control Program (PCP). Currently, the San Onofre Unit 1 Technical Specifications does not contain audit requirements of this nature.
These requirements are necessary to assure continued maintenance and implementation of these programs and must be included in the Technical Specifications.
- c. Proposed Specifications 6.13 and 6.14 make reference to Specification 6.5.2.9. These specifications should more properly refer to Specifi cation 6.5.2.

- d. Adminstrative/typographical errors or omissions exist in Proposed Specifications 6.9.1.8, 6.13.2 and 6.14.2. These errors must be corrected.
Although we are unable to approve your amendment request in its present form, minimum effort would be required for you to correct the discrepancies that have been identified. Therefore, we are hesitant to deny your proposed change to the San Onofre Unit 1 Technical Specifications at this time. Please inform us of your intentions regarding this matter.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Pub. L.96-511.
