ROOF LOADINGS - IPSAR SECTION 4.6.2 (TAC NO. 62998 Re:

San Onofre Nuclear Generating Station, Unit No. 1 This letter outlines our understanding of the current status of IPSAR Section 4.6.2 - Roof Loadings - and requests action on your part to resolve this item.

On October 21, 1987, we had a conference call with your staff to discuss the results of our review of this item. You were informed of the following:

1. The depth of ponding for the Ventilation Building Roof is 8.1 inches compared to the licensee's value (SCE letter dated April 26, 1985) of 5.3 inches.
2. The dept of ponding for the Fuel Storage Building roof is 9.7 inches compared to the licensee's va.lue of 9.07 inches.
3. The staff's values were based on orifice flow through the scuppers and an orifice coefficient of 0.65.
4. The staff does not agree with the licensee's assumption of short tube flow through the scupper because the flow length is too short. Unless the licensee can provide a sound bases for short tube flow, it should not be assumed since the assumption is non-conservative.
5. Since the differences between licensee and staff ponding depths are rooted in engineering judgement, we discussed providing additional weir flow length that would insure that ponded rainfall could be removed without infringing on structural margins of safety.
