20555 Gentlemen:

Subject:

Docket No. 50-206 Integrated Plant Safety Assessment Report Section 4.6.2, Roof Loadings San Onofre Nuclear Generating Station Unit 1 One of the conclusions of the Systematic Evaluation Program for San Onofre Unit 1 was that the rooftop loading capabilities of the ventilation equipment building and the fuel storage building require further analysis or that the rooftops require modification to improve drainage. Your letter dated July 28, 1988 (TAC No. 62998) requested that we respond to staff comments regarding scupper modeling and potential modifications such that this issue can be resolved.

We agree with the staff's conclusion that the difference in the ponding level determined by the staff vs. SCE is a matter of engineering judgment. Rather than perform testing to demonstrate the validity of our assumptions, we have elected to modify the rooftop scuppers.

The modifications will be designed to provide adequate drainage of the building roofs even assuming the staff's value for the scupper orifice coefficient.

These modifications will be scheduled In accordance with the IIS and will be included on the next update of schedules to be submitted in November 1988.

If there are any questions, please contact me.

Very truly yours, cc:
