DESCRIPTION OF PROPOSED CHANGE AND SAFETY AND ENVIRONMENTAL ANALYSES PROPOSED CHANGE NO. 110 TO THE TECHNICAL SPECIFICATIONS.
PROVISIONAL OPERATING LICENSE DPR-13 This is a request to revise Section 6.0, "Administrative Controls," of the Appendix A Technical Specifications and Section 5.0, "Administrative Controls," of the Appendix B Technical Specifications for San Onofre Unit 1.
REASON FOR PROPOSED CHANGE This proposed change would incorporate station reorganization changes into-the Administrative Controls section of the Appendix A and B Technical Speci fications.
EXISTING SPECIFICATIONS The existing specifications of Section 6.0 are as consitituted in the Appendix A Technical Specifications and those of Section 5.0 are as constituted in the Appendix B Technical Specifications for San Onofre Unit 1.
PROPOSED SPECIFICATIONS Appendix A, Section 6.0 would be revised as follows:

"6.1.1 The Station Manager shall be responsible for overall facility operation and shall delegate in writing the succession to this responsibility during his absence."

Enclosed Figure 6.2.2.2 would replace the existing Figure 6.2.2.2.

Enclosed Figure 6.2.3.1 would replace the existing Figure 6.2.3.1.
(A.4)
"6.3.1 Each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971, "Selection and Training of Personnel for.Nuclear Power Plants," for comparable positions.
The Manager, Health Physics shall meet or exceed the minimum qualifications of Regulatory Guide 1.8, September 1975."

-3 SAFETY AND ENVIRONMENTAL ANALYSIS The proposed change reflects a reorganization of managerial responsibility and is in furtherance of implementation of a station organization consistent with the requirements of a three-unit station. The proposed change is responsive to the recognition in NUREG-0731, "Guidelines For Utility Management Structure and Technical Resources," September 1980, that "... multi-unit sites generally require a greater depth of supervision and management to manage the greater number of personnel." The proposed organization includes a new position designated Deputy Station Manager who will assume responsibility for activities not directly related to operation of the reactors.
Assumption of these responsibilites by the Deputy Station Manager will enable the Station Manager to increase his attention to activities directly related to operation of the reactors. Additional managerial and supervisory positions have been created in the areas of Compliance/Configuration Control, Station Emergency Preparedness (which will include Fire Protection and Industrial Safety as well as Radiological Emergency Preparedness) and Material and Administrative Services to enhance capabilities in these areas. Responsibility for Station Security has been removed from the responsibilites of the Manager, Operations and Compliance from the Manager, Technical in order to permit undiverted attention by these Managers to their respective primary responsibilites.
The planned organization is consistent with the guidelines of the aforementioned NUREG-0731. Technical Specifications 6.1.1 and 6.8.3.c are corrections to conform with the previous change from Plant Manager to Station Manager.
Technical Specifications 6.5.1.2 and 5.3.1 reflect the addition of the Deputy Station Manager to the Onsite Review Committee membership.
All Technical Specifications reflect minor revisions in titles.
SAFETY AND ENVIRONMENTAL FINDING The proposed change to the Technical Specifications described herein are administrative in nature and will have no detrimental impact on the environment, nor do they involve an unreviewed safety question as defined in 10 CFR 50.59.
