Nandy, Manager of Nuclear Licensing, Southern California Edison to Document Control Desk dated July 12, 1989 As a result of the November 21, 1985, loss of offsite power and water hammer event at San Onofre Unit 1, it was recognized (References A, B and C) that long term cable monitoring was required. Reference C requested that SCE submit a description of the proposed cable monitoring program for NRC review, and Reference D provided your response. We have completed our review of this matter, and find that your program and procedures provide adequate assurance that potential cable problems such as water intrusion, poor insulation, ground

The issuance of this letter, together with our letter of April 29, 1987, resolves all outstanding issues identified on page 42 of our safety evaluation of November 12, 1986, "Technical Evaluation of Issues from the NRC Staff Action Plan in response to the November 21, 1985 Event at San Onofre, Unit 1."
