DESCRIPTION OF PROPOSED CHANGE AND SAFETY AND ENVIRONMENTAL ANALYSIS PROPOSED CHANGE NO.
85 TO THE TECHNICAL SPECIFICATIONS PROVISIONAL OPERATING LICENSE DPR-13 This is a request to revise Technical Specification 6.0 of Appendix A, and Environmental Technical Specification 5.0 of Appendix B.
REASON FOR PROPOSED CHANGE This proposed change would incorporate corporate reorganization changes into the appropriate Administrative Controls Sections of the Appendix A Technical Specifications and Appendix B Environmental Technical Specifications.
The review and submittal responsibilities of the Nuclear Control Board are redefined to comply with the guidance provided by the NRC, by letter dated March 5, 1979. That letter indicates that the provisions in Section 6.5.3.5.a shall not be interpreted to impose requirements for reporting violations of technical specifications beyond the requirements set forth in Section 6.9 "Reporting Requirements."
EXISTING SPECIFICATIONS The existing sections within Technical Specifiations 6.0 and Environmental Technical Specifications 5.0 are as constituted in the Appendices A and B Technical Specifications, respectively, for San Onofre Unit 1.
PROPOSED SPECIFICATIONS Appendix A Section 6.0 would be revised as follows:
(1) 6.5.2.2 The NARC shall be composed of the:
Manager of Engineering Design Manager of Environmental Affairs Manager of Nuclear Engineering & Licensing Manager, Quality Assurance Manager, Nuclear Generation Chief of Nuclear Engineering Chief of Development & Environmental Engineering San Diego Gas & Electric Representative Chairmanship shall be designated by the Nuclear Control Board.
(2) 6.5.3.2 The NCB shall be composed of the:
Vice-President (Nuclear Engineering & Operations)
Vice-President (Advanced Engineering)
Vice-President (Engineering & Construction)
Vice-President (San Diego Gas & Electric)
(3) 6.5.3.5
- a. Review reportable occurrences submitted to the NRC in accordance with Technical Specification 6.9.2.
(4) 6.2.3 Fire Protection Orqanizations The responsibility for the Fire Protection Program at the San Onofre Nuclear Generating Station Unit 1 is vested in the Senior Vice President.
The implementation of this program is delegated to staff and line organizations within the Nuclear Engineering and Operations Department and the Power Supply Department as shown in Figure 6.2.3.1.
Revised Figures 6.2.1.1, Offsite Organization and 6.2.3.1, Fire Protection Staff and Line Organizations are attached.
The balance of Technical Specification 6.0 would remain unchanged.
Appendix B Section 5.0 would be revised as follows:

SAFETY AND ENVIRONMENTAL FINDING The proposed change to the Technical Specifications described herein are administrative in nature and will have no detrimental impact on the environment, nor do they involve an unreviewed safety question as defined in 10CFR50.59.
